According to the International Disaster Data Organization, in the past 40 years, the average number of natural disasters in the world has increased more than four times over the past 40 years, from 100 events/year to about 400 events/year, of which type alone storm surge has accounted for about 40%.

Vietnam is in the group of 5 countries with the highest level of natural disaster risk in the world. Economic losses account for 1.5% of GDP/year; 70% of the population is at risk of natural disasters, of which 400 people are dead or missing.

The whole country has 1.7 million small and medium enterprises, accounting for 80% of the labor force of the industrial production sectors, contributing 45% of the country's GDP. In which, the textile and garment industry has about 10,400 small and medium enterprises. With about 3 million employees, Vietnam is in the group of 2 largest textile and garment exporting countries in the world.
