Employees who are doing "3 on the spot" in provinces and cities under social isolation under Directive 16 are supported with one million dong through meals.

Funds are extracted from the accumulated financial resources of trade unions at all levels, according to the decision dated August 24 of the Vietnam General Confederation of Labor.

One million dong will be spent through meals for workers who are doing "3 on the spot" in the factory. The grassroots trade union or superior trade union works directly with the business owner on the organization method, food rations, then transfers funds to the enterprise and supervises the implementation of meals for workers.

The support money is paid directly by the superior trade union to the grassroots trade union. The grassroots trade union (in enterprises, companies) makes statistics on the number of employees who are "3 on the spot", and reports it to the superior trade union for appraisal and funding. If the enterprise has paid the budget but has not organized a trade union, the superior union shall check the number of employees to pay support.

Ho Chi Minh City currently has 920 businesses that both quarantine and produce on-site, with more than 12,800 "3 on-site" employees; Binh Duong has more than 3,200 enterprises and 272,000 employees. Dong Nai 1,129 enterprises, more than 125,000 workers are "3 places" or "1 route, 2 destinations".

As of August 16, the General Confederation has spent about VND 1,200 billion to support union members and workers. The form of direct payment to F0 or F1 employees with difficult circumstances, donation of welfare bags.

Vietnam's trade union system currently has more than 126,000 grassroots trade unions; more than 10.5 million union members. By the end of 2019, the accumulated trade union fund reached nearly VND 29,000 billion. This balance is available at all four union levels and increases over the years.
