Currently, many enterprises in fields such as textiles and garments, assembling electronic components, wood processing, tourism ... are experiencing a local labor shortage of about 120,000 people, 2%-3% higher than in previous years. Meanwhile, because they have just experienced the economic recession from 2021, the capital sources for recovery of these enterprises have become narrow, so the remuneration, welfare and salary regimes for employees are also proportional. with the existing financial potential of the business.

In order to recover the manufacturing economy, the labor supply needs to be met, especially highly skilled workers. The issue worth paying attention to is how to attract workers back to the city, when about 1.3 million workers have moved to the countryside?

In this situation, what is urgently needed is the support of the government in improving social security policies to attract workers and reduce the burden on businesses. In which, their three most essential needs: salary, insurance and housing.

Building digital economy, "digital labor market"

The Covid-19 epidemic has hit the economy and society, leading to profound changes in the world of work. The problems of integration, environmental change, and technological innovation have also given rise to more job forms as well as recruitment methods. With the application of 4.0 technology in production and life, a new form of recruitment and work has been created, which is online.

Many workers return to their hometown, change their place of residence, want to return to the market but are afraid of not having a job, not having financial stability to rent accommodation and other expenses. Therefore, the application and online interviews through digital platforms were born and developed strongly. This eliminates worries for employees as well as saves costs and time for them and the business in recruitment.

However, access to candidate information and recruitment needs of enterprises is lacking a bridge, especially for unskilled workers who rarely use digital platforms.

Therefore, we need to take measures to build a warehouse of labor data, from the source of population data and administrative procedures integrated in the chip-based citizen identification card. Set up a common official website to update labor records as well as job needs from businesses, clear about location and remuneration, to connect the two sides.

Covid-19 has taught us how necessary a digital warehouse of labor and employment is in the context of separation due to the epidemic. Now is the time for us to rush to realize it for the economic recovery process. This is a challenge that needs change in both the education system as well as the integration.
